New EU regulations and their consequences for the industry

A presentation for beginners to the topic. Focus: PPWR requirements for producers and manufacturers

The presentation provides practical insights into the technical requirements that the new EU Packaging Regulation (PPWR) places on companies and how they can systematically prepare for these. The focus is on the PPWR timeline, specific obligations such as EU declarations of conformity, technical documentation, recyclability, and the use of recycled materials, as well as their impact on existing packaging portfolios.
Using examples, TILISCO explains where typical stumbling blocks lie in data and evidence management and how workshops, inventories, and digitization facilitate implementation in companies. In addition, the specialized PPWR chatbot will be presented, which is based on a professionally verified database and supports companies in interpreting the regulation, identifying relevant articles/annexes, and creating the necessary evidence.

Till Isensee is the managing director of TILISCO GmbH, a consulting firm for packaging compliance and sustainable packaging solutions. He supports companies in the food and consumer goods industries in implementing European packaging regulations. His expertise combines a technical understanding of materials with legal knowledge of EU requirements in application, particularly in the context of the new Packaging Regulation (PPWR).

Keynote speech 

The new EU Packaging Regulation (PPWR) is changing the rules of the game for packaging in all industries—including fish processing and logistics. The keynote speech will outline the EU’s objectives with the PPWR, the specific requirements that will apply to expanded polystyrene (EPS) packaging in the future, and how this could change the use of Styrofoam boxes in the fish cold chain. The speech will thus kick off the subsequent discussion on the industry’s path to a functioning circular economy.

Between regulatory limbo and practical requirements 

The amended Fisheries Control Regulation requires the digital transmission of traceability information along the supply chain from January 2026. The change in the law now puts products from domestic fisheries and aquaculture on an equal footing with imports, which brings a number of new challenges for all companies in the industry. While the existing legal situation only requires a certain minimum standard from the industry, there are calls at various points in the value chain for a uniform and interoperable traceability system with global application. The presentation will outline the current status of the legal requirements and place them in the context of the opportunities and challenges of future traceability systems.

Speakers: Dr. Stefan Meyer, Managing Director of the Federal Association of the German Fish Industry and Fish Wholesale Trade (Bundesverband der deutschen Fischindustrie und des Fischgroßhandels e.V.).

Dr. Stefan Meyer has been managing director of the Federal Association of the German Fish Industry and Fish Wholesale Trade (Fischverband) since August 2023. The association represents over 120 member companies in the industry, covering a large part of the German fish processing and wholesale trade. The Fischverband is the central representative body for all matters concerning the industry. Born in Bonn, Meyer is a biologist (degree from the University of Oldenburg) and holds a doctorate in fisheries science (University of Hamburg/DTU). He has worked in research, transfer, and administration and coordinated Germany’s first Blue Bioeconomy Cluster from 2019 to 2023.

Geopolitical tensions and trade conflicts are changing the rules of the game in the global fishing industry. At the same time, new regulations in the European Union are placing increasing demands on the industry. How are these developments affecting the German fish market—and where are regulations becoming real barriers to trade? Following an introductory keynote speech, the different perspectives will be examined – between market logic and bureaucratic hurdles. What are the consequences for companies in Germany and how are trading partners outside the EU responding? A look at the US clearly shows that the framework conditions for the fish trade are also changing globally. How noticeable is this for the industry and do new free trade agreements offer new opportunities?

As spokesperson for policy and communication at the Federal Association of the German Fish Industry and Fish Wholesale Trade, Dr. Fabian Schäfer advocates for the regulatory, trade, and industrial policy interests of member companies. After studying in Münster (BA Biology & History) and Hamburg (MSc Fisheries Science), he received his doctorate in agricultural sciences (aquaculture) from Humboldt University in Berlin in 2016. Before joining the Federal Association’s office in March 2025, he coordinated the science communication project Aquakulturinfo.

New sales and consumption trends

Exclusive analysis of current sales figures for Fish International 2026.

The amount of fish and seafood purchased by private households in Germany for in-home consumption has been declining over the long term. Compared to the pre-coronavirus period in 2019, approximately 5% less fish and seafood was purchased in 2025 (Jan-Sep). However, since last year, there has been a slight upward trend in the market again. This was even more pronounced in the first nine months of 2025. Which segments are performing well in the fish and seafood market and which are lagging behind? Which retail outlets and types of offering (self-service vs. counter service) are benefiting and what is the situation with regard to fish species?

Werner Lauß joined GfK’s Consumer Panel Services in Nuremberg in 1998. Since the beginning of 2024, the Consumer Panel has been part of YouGov. As Senior Manager, he is responsible for meat/poultry and sausage products, as well as chilled fish products and plant-based alternatives in these categories.

Prospects for sustainable fish consumption 

Everyone is talking about sustainability—but is that just lip service? Fishing is a dynamic industry that operates under constantly changing conditions. A truly sustainable fish product range therefore requires clear guidelines, the courage to innovate, and the ability to continually educate consumers and the public about this complex and important issue.

Götz Ahrens, who grew up in beautiful Bremen and now lives in Berlin, went on mudflat walks to Neuwerk as a child and competed with his mother to see who could peel the most crabs. His love for the sea has always remained, even though he only finally got into fish in 2019. Since then, as Commercial Manager at MSC, he has been responsible for cooperation with companies in Germany, Austria, and Switzerland that are working to expand the range of fish and seafood from MSC-certified sustainable fisheries.

14.00-14.30 – Between microplastics and measurement uncertainty – plastic particles in fish and seafood

Microplastics in food are at the top of the list of health and consumer issues that concern German consumers, as shown by the Consumer Monitor of the Federal Institute for Risk Assessment. Media reports about plastic particles being found in human brains or blood are adding to the uncertainty. Fish and seafood are often discussed as potential sources of microplastics in the human diet. From a scientific point of view, however, there are still considerable uncertainties regarding human exposure – not least because of analytical limitations and methodological uncertainties. The presentation provides an overview of the investigation of microplastics in the edible portion of fish and seafood, as well as initial findings on plastic contamination in fish as a foodstuff.

Julia Süssmann is a state-certified food chemist and has been working for the Max Rubner Institute since 2018. Her research focuses on the development of methods for investigating small plastic particles in food, especially in fish and seafood.

14.30–15.00 – Organic bodyguards for smoked salmon: protective cultures used for safety and taste

Cold-smoked salmon is popular – but listeria can compromise safety and shelf life. The Max Rubner Institute’s SLOPE project is testing protective cultures that inhibit Listeria monocytogenes without affecting taste or texture. Learn how innovative microorganisms not only increase food safety but also preserve sensory quality – for manufacturers and consumers alike.

Kristina Bartsch is a true fish lover and has been eating matjes herring since she was one year old—for her, it’s simply the finest delicacy. Growing up in a family that runs its own smokehouse, she learned to appreciate the art of smoking at an early age. After studying ecotrophology and detours into milk, meat, grains, fruit, and vegetables, she finally returned to her passion for fish in 2024. Now she combines her knowledge of nutrition with her family’s traditional techniques.

15.15-16.00 – Trust as a brand strategy: How the fish industry wins customers with clear values

Trust is the foundation for sustainable customer relationships—especially in the fish segment. Today’s consumers expect not only quality, but also a clear stance and reliability throughout the entire value chain.Through consistent action, honesty, and authentic communication, brands can create long-term customer loyalty. FRoSTA serves as a best practice example: with its purity law, the company has made a clear promise and consistently fulfilled it over many years – a principle that is also inspiring for the fish industry.

Born in Swabia and now living in Berlin, Tobias Haug has been working for ASC as Market Development Manager for Germany, Austria, and Switzerland since September 2023. Before joining ASC, the graduate biologist gained extensive experience in aquaculture, both in biotechnology and as the founder of an aquaponics farm and in the distribution of AI solutions for farm management.

Convinced that sustainable food production offers the greatest potential in the fight against climate change and biodiversity loss, and driven by a desire to advance this issue, his involvement in the fish industry is a logical step.

IPD provides sourcing support

The Import Promotion Desk (IPD) offers support in sourcing sustainable fish and seafood. This initiative by the German Federal Ministry for Economic Cooperation and Development (BMZ) brings together European buyers and suppliers from developing and emerging countries.

Lea Reinhardt, Sourcing + Markets Specialist at the IPD and responsible for the “Sustainable Fish & Seafood” sector, will present the IPD’s services in the Stakeholder Lounge. The IPD is currently working with producers from Peru and South Africa who offer a diverse portfolio of fish and seafood.

By working with the IPD, European importers benefit from purchasing directly from small and medium-sized enterprises. Compared to buying from intermediaries, direct trade means greater transparency in the supply chain. At the same time, buyers can negotiate their own requirements and wishes in personal exchanges with producers.

(Women’s Network Foodservice). Digital strategist Sonja Theile-Ochel will give a compact presentation with tips on how to use attitude and strategy to make contacts that really help you get ahead and how to overcome inhibitions. This will be followed by free networking over light snacks – time to get to know each other and exchange ideas.

Following the trade fair day, the event will take place from 6:00 p.m. to 10:00 p.m., providing an opportunity to further explore the topics covered in Sunday’s Packaging and Packaging Waste Regulation (PPWR) panel discussion in a relaxed atmosphere. Panel participants, industry representatives, and guests from industry, trade, packaging development, and regulation will be available for open discussion.

Anyone who deals with packaging professionally is invited – from packaging manufacturers and brand owners to students and young professionals. The aim is to bring people together, share perspectives, and continue the panel discussion in a practical way.
